Vladimír Skalník is an energy expert and Head of Pillar 3 of the Transformation Centre of the Ústí Region (TCUK). He guarantees the professional and technical quality of the services provided under the TCUK project. He has more than 25 years of professional experience in the energy sector, ranging from consultancy to project implementation, up to the preparation of concept and strategy papers.
Mgr. David Matuška
Head of the Energy Management Department, ECUK
David Matuška is the energy manager of TCUK Pillar 3, and heads the network of public energy companies of the Ústí Region. His team is responsible for providing consultancy in the field of territorial energy management and community energy, collecting data, processing potential screening to increase energy security and resilience, technical and methodological support in the development of renewable energy sources and increasing energy efficiency, as well as advice on the use of energy subsidies.
Ing. Tomáš Hála
Head of the Analysis Department, ECUK
Tomáš Hála is a TCUK Pillar 3 energy specialist, and leads the team responsible for activities aimed at increasing the energy security and resilience of the territory using local renewable energy sources. At the same time, the team is also developing pilot thematic data layers focused on the potential of the territory in terms of sustainable energy.
Ing. Jakub Hrbek
Director of the Energy, Air and Climate Protection Project Implementation Section of the State Environmental Fund of the Czech Republic
In his position, Jakub Hrbek is mainly responsible for the implementation of programmes focused on energy saving, renewable resources, clean mobility and other activities aimed at climate protection.
Mgr. Michal Svoboda, MSc.
Co-founder and manager of OBEC 2030, Association of Local Authorities of the Czech Republic, energy manager of MAS Český sever (Local action group)
Michal Svoboda has dedicated over ten years of his professional career to the energy industry. He started in consulting agencies. He gained valuable experience from managerial positions in the ČEZ Group, and spent several years abroad, mainly in Bulgaria and the Netherlands. Since 2019, he has been dedicated to the development of local governments, where he was at the birth of the energy-environmental platform OBEC 2030. At that time, he started working at the Association of Local Authorities of the Czech Republic, where he is now the main energy consultant. After a decade of stays abroad and in the capital of the Czech Republic, he returned to his native region - Šluknovský výběžek, where he develops the energy of the region as an energy consultant of the Local Action Group Czech North, and also as chairman of the energy commission of the city of Varnsdorf. He acts as a populariser of local and renewable energy - he often lectures in the regions of the Czech Republic and European symposia, and is a guest speaker at popular-scientific programmes.

Deputy Mayor of the Statutory City of Most
Václav Zahradníček is the Deputy Mayor of the Statutory City of Most, and manages the agenda of development, property and municipal services. He is actively involved in the field of energy and other strategic projects in the city, e.g. the modernization of public lighting and options for material and energy use of municipal waste.
Ing. Lukáš Bartoň
Mayor of the municipality of Modlany
Lukáš Bartoň actively focuses on sustainable energy and cooperates with local citizens and organisations on project planning and implementation. The goal is to switch to renewable energy sources, strengthen self-sufficiency and thus contribute to the sustainable development of the municipality.
